Grafana: New Database Observability product + Assistant moves to token-based pricing

New Database Observability product added (Free 2,232 host hrs, Pro $0.07/host hr, Enterprise $25k/yr min). Grafana Assistant Free/Pro usage quota switched from messages (5/2,000 per mo) to tokens (40M/user/mo + 25M/mo service-account allowance), plus new $2/1M token overage rate.
